Cafer Tayyar Efendi was born in Thessaloniki (Selanik) in 1884/85 (AH 1302) into the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Cafer Tayyar also wrote French as well as Turkish and held a qualification (a diploma, certificate, training or decoration).

At about 18, in 1903/04, Cafer Tayyar began work in Veles (Köprülü), with half a year without pay as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1903/04, with Cafer Tayyar as a communications official (Muhabere Memuru) in Prilep (Pirlepe). The last post was in Bitola (Manastır) in 1905/06.

Pay rose from 200 kuruş a month in 1903/04 to a peak of 250 in 1905/06, as Muhabere Memuru in Bitola, when 14 per cent of paid officials earned less. The final annual entry is for 1905/06.
