Born in Bilan in 1880/81 (AH 1298), Mehmet Şükrü Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Şükrü also held a qualification (a diploma, certificate, training or decoration).

Work began in İskenderun in 1907/08, at about 26, with half a year without pay as a mülazım (apprentice) before a first salary of 250 kuruş. Both annual entries, for 1907/08 and 1908/09, place Mehmet Şükrü in Jerusalem (Kudüs) as a communications official (Muhabere Memuru).
