Born in Jerusalem (Kudüs) in 1881/82 (AH 1299) into the Muslim (Müslüman) community, Ahmet Naci Efendi was the child of an official (memur). Ahmet Naci had seven years of schooling, at a middle school (Rüşdiye Mektebi).
