Life#
Born in Şanlıurfa (Urfa) in 1881/82 (AH 1299), İBRAHİM HALİL EFENDİ came from the Muslim (Müslüman) community; the father was a district governor or lieutenant colonel (kaymakam). İBRAHİM HALİL had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Şanlıurfa in 1897/98, at about 16, with four unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The first annual entry, for 1901/02, places İBRAHİM HALİL in Sivas as a communications official (Muhabere Memuru), where the entries run to 1903/04. In 1904/05 the lists place İBRAHİM HALİL in Amasya.
The salary never rose above the first in the lists, 300 kuruş a month in 1901/02, as Muhabere Memuru in Sivas, when one in five paid officials earned less.
