Mahmud Celaleddin Efendi was born in Şanlıurfa (Urfa) in 1883/84 (AH 1301) into the Muslim (Müslüman) community; the father was a director (müdür). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mahmud Celaleddin also held a qualification (a diploma, certificate, training or decoration).

At about 16, in 1899/1900, Mahmud Celaleddin began work in Kilis, with six unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The annual lists begin in 1905/06, with Mahmud Celaleddin as a communications official (Muhabere Memuru) in Ağrı (Karakilise). The last post was in Mersin in 1906/07.

The salary never rose above the first in the lists, 300 kuruş a month in 1905/06, as Muhabere Memuru in Ağrı, when 23 per cent of paid officials earned less. The last annual entry is for 1906/07.
