Life#
Mehmet Cemil Efendi was born in Istanbul in 1854/55 (AH 1271) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took four years, at a school for young children (Sıbyan Mektebi).
Mehmet Cemil began work in Edirne in 1895/96, at about 41, paid from the start, on 250 kuruş a month. Of the 5,128 officials whose age at first work is known, 32 started at 41 or older. The first annual entry, for 1895/96, places Mehmet Cemil in Edirne as a communications official (Muhabere Memuru), where the entries run to 1899/1900. The last posts were in Kartal and Derrulhamara kalesi from 1900 to 1905 and Gümüşhane in 1905/06.
