Life#
Osman Cemal Efendi was born in Istanbul in 1848/49 (AH 1265) into the Muslim (Müslüman) community; the father was a steward (kethüda). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Osman Cemal also held a qualification (a diploma, certificate, training or decoration).
At about 19, in 1868/69, Osman Cemal began work in Damascus (Şam), paid from the start, on 400 kuruş a month. The annual lists begin in 1868/69, with Osman Cemal as a communications official (Muhabere Memuru) in Damascus. Next came Shumen (Şumnu) from 1871 to 1874, then a return to Istanbul, the birthplace, from 1874 to 1876. Osman Cemal then moved to Kütahya in 1876/77, as a director of the second grade (2. Müdür), and Pasakapisi in 1877/78, then Selimiye from 1878 to 1882. The annual lists then follow Osman Cemal to Rumelihisarı from 1882 to 1887. The last posts were in Edirne from 1893 to 1901.
The salary went from 400 kuruş a month in 1868/69 to 995 in 1876/77, the peak, as 2. Müdür in Kütahya, when 77 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 600 kuruş. After the last annual entry, for 1900/01, the list of 1901/02 (AH 1319) gives the status word Vefat (death).
