Born in Baghdad (Bağdat) in 1882/83 (AH 1300), Mehmet Hayri Efendi came from the Muslim (Müslüman) community; the father was an army captain (yüzbaşı). Mehmet Hayri had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).

At about 26, in 1909/10, Mehmet Hayri began work in Istanbul, paid from the start, on 150 kuruş a month. The first annual entry, for 1909/10, places Mehmet Hayri in Istanbul as a candidate official (Mülazım). The last posts were in Sivas in 1910/11, as a communications official (Muhabere Memuru) and Divriği in 1911.

The salary went from 150 kuruş a month in 1909/10 to 300 in 1910/11, the peak, as Muhabere Memuru in Sivas, when 14 per cent of paid officials earned less. In all, three years of salary come to 9,000 kuruş, 51 per cent of what an official on the median salary earned in those years. The final annual entry is for 1911.
