Born in Baghdad (Bağdat) in 1882/83 (AH 1300), Mehmet Reşit Efendi came from the Muslim (Müslüman) community. Mehmet Reşit had seven years of schooling, at a middle school (Rüşdiye Mektebi), wrote Arabic, French and Turkish, and held a qualification (a diploma, certificate, training or decoration).

At about 18, in 1901/02, Mehmet Reşit began work in Baghdad, with five unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. Both annual entries, for 1906/07 and 1907/08, place Mehmet Reşit in Baghdad, the birthplace, as a communications official (Muhabere Memuru).

The salary never rose above the first in the lists, 300 kuruş a month in 1906/07, as Muhabere Memuru in Baghdad, when one in four paid officials earned less. The last annual entry is for 1907/08.
