Life#
Born in Istanbul in 1883/84 (AH 1301) into the Muslim (Müslüman) community, Mehmet Cemil Efendi was the child of a telegraph official (telgraf memuru). Mehmet Cemil was taught by a private teacher and wrote French as well as Turkish.
Work began in Istanbul in 1906/07, at about 22, paid from the start, on 25 kuruş a month. From the first annual entry, for 1906/07, to 1908/09, every annual entry places Mehmet Cemil in the same office, office of the corresponding secretary (Mektubi Kalemi), in Istanbul, the birthplace.
