Life#
Ömer Zihni Efendi was born in Larissa (Yenişehir-i Fener) in 1856/57 (AH 1273) into the Muslim (Müslüman) community. Schooling took four years, at a school for young children (Sıbyan Mektebi); Ömer Zihni also wrote Turkish and had some knowledge of Greek (Rum).
Work began in Yenisehir in 1877/78, at about 20, paid from the start, on 300 kuruş a month. The annual lists begin in 1877/78, with Ömer Zihni as a communications official (Muhabere Memuru) in Larissa, the birthplace, where the entries run to 1879/80. Next came four places in seven years, then Pogoni from 1887 to 1897. Ömer Zihni then moved to Larissa in 1897/98, as a director of the second grade (2. Müdür), then back to Pogoni from 1899 to 1903. The last posts were in Ioannina (Yanya) from 1903 to 1906 and Trabzon in 1906/07, with a rise to assistant inspector (Müfettiş Muavini) in 1903/04. Few officials served in as many places; fewer than 6 per cent of the 5,200 officials with a place of service did.
The salary went from 300 kuruş a month in 1877/78 to 1,080 in 1903/04, the peak, as Müfettiş Muavini in Ioannina, when nine in ten paid officials earned less. Over 30 years the salaries add up to 219,420 kuruş, 1.2 times what an official on the median salary earned. The final annual entry is for 1906/07.
