Life#
Şevket Efendi was born in Istanbul in 1859/60 (AH 1276) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Şevket also attended the telegraph school.
Work began in Istanbul in 1875/76, at about 16, with two unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The first annual entry, for 1877/78, places Şevket in Edirne as a communications official (Muhabere Memuru). The annual lists then follow Şevket to Larissa (Yenişehir-i Fener), Volos (Golos), Leskovik and Enez (İnoz), four places in six years, with a rise to central office official (Merkez Memuru) in 1881/82, then Kırkağaç from 1884 to 1889. Next came Rethymno (Resmo) and Istanbul from 1889 to 1892, with a rise to director of the second grade (2. Müdür) in 1889/90. From 1892 to 1904 the annual entries place Şevket in Sarıyer. Few officials served in as many places; fewer than 6 per cent of the 5,200 officials with a place of service did.
The salary went from 500 kuruş a month in 1877/78 to 860 in 1893/94, the peak, as 2. Müdür in Sarıyer, when 86 per cent of paid officials earned less. In all, 26 years of salary come to 216,324 kuruş, 1.4 times what an official on the median salary earned in those years. The final annual entry is for 1903/04.
