Life#
Born in Edirne in 1862/63 (AH 1279) into the Muslim (Müslüman) community, Mehmet Azmi Efendi was the child of an army major (binbaşı). Mehmet Azmi had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 14, in 1876/77, Mehmet Azmi began work in Edirne, with one unpaid year as a mülazım (apprentice) before a first salary of 500 kuruş. The first annual entry, for 1877/78, places Mehmet Azmi in Ruse (Rusçuk) as a communications official (Muhabere Memuru). The annual lists then follow Mehmet Azmi to Larissa (Yenişehir-i Fener), Thessaloniki (Selanik), Serres (Siroz) and Bitola (Manastır), four places in four years, then Shkodër (İşkodra) from 1882 to 1892. Next came a return to Edirne, the birthplace, from 1892 to 1895, then Babaeski (Baba-yı Atik) from 1895 to 1903, with a rise to director of the third grade (3. Müdür). The last posts were in Kırklareli from 1903 to 1907, with a rise to director of the second grade (2. Müdür) in 1904/05. Few officials served in as many places; fewer than 6 per cent of the 5,200 officials with a place of service did.
Pay rose from 500 kuruş a month in 1877/78 to a peak of 720 in 1904/05, as 2. Müdür in Kırklareli, when 77 per cent of paid officials earned less. The final annual entry is for 1906/07.
