Life#
Born in Kırşehir in 1883/84 (AH 1301), Ali Fuad Efendi came from the Muslim (Müslüman) community; the father was a director (müdür). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Ali Fuad began work in Sivas in 1898/99, at about 15, with four unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. Every annual entry from 1902/03 to 1907/08 places Ali Fuad in the same post, communications official (Muhabere Memuru), in Sivas.
Pay rose from 200 kuruş a month in 1902/03 to a peak of 250 in 1907/08, as Muhabere Memuru in Sivas, when 28 per cent of paid officials earned less. Over five years the salaries add up to 12,600 kuruş, 47 per cent of what an official on the median salary earned. The final annual entry is for 1907/08. An entry in "Sicill-i Ahvâl defterlerine göre Osmanlı bürokrasisinde Kırşehir doğumlu devlet adamları" by TÜLAY TERYAKİOĞLU (2013) probably refers to Ali Fuad, since the name and the birthplace agree.
