Life#
Kasım Sırrı Efendi was born in Sivas in 1877/78 (AH 1294) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Sivas in 1890/91, at about 14, with five unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The first annual entry, for 1895/96, places Kasım Sırrı in Sivas, the birthplace, as a communications official (Muhabere Memuru), where the entries run to 1905/06. The last post was in Zara in 1906/07.
Pay rose from 300 kuruş a month in 1895/96 to a peak of 400 in 1906/07, as Muhabere Memuru in Zara, when 39 per cent of paid officials earned less. Over 12 years the salaries add up to 44,400 kuruş, 63 per cent of what an official on the median salary earned. The final annual entry is for 1906/07. An entry in "Sicill-i Ahval Defterlerine göre Sivaslı devlet adamları" by NESLİHAN EROL (2022) probably refers to Kasım Sırrı, since the name, the birthplace and a place of service agree.
