Born in Istanbul in 1888/89 (AH 1306), this official came from the Muslim (Müslüman) community; the father's occupation was "Halife Muavini". Schooling took seven years, at a middle school (Rüşdiye Mektebi); the official also held a qualification (a diploma, certificate, training or decoration).
The official began work in Istanbul in 1906/07, at about 17, with two unpaid years as a mülazım (apprentice) before a first salary of 80 kuruş. Both annual entries, for 1906/07 and 1907/08, place the official in Istanbul, the birthplace, as a communications official (Muhabere Memuru).
