Life

Mehmet Fahri Efendi was born in Elazığ in 1874/75 (AH 1291) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Fahri also held a qualification (a diploma, certificate, training or decoration).

Work began in Elazığ in 1888/89, at about 15, with seven unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. So long an unpaid start was rare; fewer than 6 per cent of the 5,142 officials with a known apprenticeship worked unpaid for seven years or longer. The first annual entry, for 1895/96, places Mehmet Fahri in Malatya as a communications official (Muhabere Memuru). The lists have no entry for 1896 to 1901. The last post was in Elazığ, the birthplace, in 1901/02.

Pay rose from 300 kuruş a month in 1895/96 to a peak of 350 in 1901/02, as Muhabere Memuru in Elazığ, when 27 per cent of paid officials earned less. The final annual entry is for 1901/02.
