Life#
Cemal Efendi was born in Tutak in 1881/82 (AH 1299) into the Muslim (Müslüman) community; the father was a clerk (katip). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Cemal also held a qualification (a diploma, certificate, training or decoration).
At about 17, in 1899/1900, Cemal began work in Diyadin, with three unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The first annual entry, for 1902/03, places Cemal in Ağrı (Karakilise) as a communications official (Muhabere Memuru). The last posts were in Eleşkirt from 1904 to 1906 and Hınıs in 1906/07.
The salary never rose above the first in the lists, 300 kuruş a month in 1902/03, as Muhabere Memuru in Ağrı, when 21 per cent of paid officials earned less. In all, five years of salary come to 18,000 kuruş, 63 per cent of what an official on the median salary earned in those years. The last annual entry is for 1906/07.
