Life#
Born in Istanbul in 1881/82 (AH 1299), Ali Saim Efendi came from the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Ali Saim had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 19, in 1901/02, Ali Saim began work in Eregli, with one unpaid year as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1902/03, with Ali Saim as a communications official (Muhabere Memuru) in Karadeniz Ereğli. The last posts were in Zonguldak from 1903 to 1907 and İnebolu in 1907/08.
Pay rose from 200 kuruş a month in 1902/03 to a peak of 400 in 1907/08, as Muhabere Memuru in İnebolu, when 56 per cent of paid officials earned less.
