Life#
Born in İnebolu in 1859/60 (AH 1276) into the Muslim (Müslüman) community, Mustafa Raif Efendi was the child of a merchant (tüccar). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mustafa Raif also attended the telegraph school.
Mustafa Raif began work in Istanbul in 1873/74, at about 14, with two unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1875/76, with Mustafa Raif as a communications official (Muhabere Memuru) in Kastamonu. Mustafa Raif then moved to Bosna, Srebrenica (Srebrenitsa) and Tuzla from 1876 to 1878, then Şebinkarahisar (Karahisar-ı Şarki) from 1881 to 1887. For 1878 to 1881 the lists have no entry. Next came Koyulhisar from 1887 to 1892, then Kavak from 1892 to 1894. The last posts were in Gürün from 1894 to 1903.
Pay rose from 250 kuruş a month in 1875/76 to a peak of 750 in 1876/77, as Muhabere Memuru in Bosna, when 63 per cent of paid officials earned less. The peak lasted a single year; the next list gives 600 kuruş. In all, 26 years of salary come to 162,720 kuruş, about what an official on the median salary earned in those years. The last annual entry is for 1902/03.
