Life#
Born in Istanbul in 1879/80 (AH 1297), Mehmet Muzaffer Efendi came from the Muslim (Müslüman) community; the father was an army captain (yüzbaşı). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Mehmet Muzaffer began work in Istanbul in 1897/98, at about 17, with two unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. The annual lists begin in 1899/1900, with Mehmet Muzaffer as a communications official (Muhabere Memuru) in Istanbul, the birthplace. The last posts were in Sancaktepe and Mudanya from 1901 to 1906 and Edirne in 1906/07.
The salary went from 100 kuruş a month in 1899/1900 to 350 in 1903/04, the peak, as Muhabere Memuru in Mudanya, when 32 per cent of paid officials earned less.
