Life

Born in Aydın in 1879/80 (AH 1297), Cemal Efendi came from the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Work began in Aydın in 1896/97, at about 16, with seven unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. So long an unpaid start was rare; fewer than 6 per cent of the 5,142 officials with a known apprenticeship worked unpaid for seven years or longer. The first annual entry, for 1903/04, places Cemal in Štip (İştip) as a communications official (Muhabere Memuru). The last posts were in Skopje in 1905/06 and Sjenica (Seniçe) in 1906/07.

The salary went from 250 kuruş a month in 1903/04 to 400 in 1905/06, the peak, as Muhabere Memuru in Skopje, when 38 per cent of paid officials earned less. Over four years the salaries add up to 15,360 kuruş, 69 per cent of what an official on the median salary earned. The final annual entry is for 1906/07.
