Mehmet Efendi was born in Pristina (Priştine) in 1882/83 (AH 1300) into the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Mehmet began work in Pristina in 1899/1900, at about 16, with four unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The first annual entry, for 1903/04, places Mehmet in Štip (İştip) as a communications official (Muhabere Memuru). The last posts were in Skopje in 1904/05 and Pristina, the birthplace, from 1905 to 1907.

The salary went from 250 kuruş a month in 1903/04 to 300 in 1906/07, the peak, as Posta Memuru in Pristina, when one in four paid officials earned less. Over four years the salaries add up to 12,600 kuruş, 56 per cent of what an official on the median salary earned. The last annual entry is for 1906/07.
