Life#
Mehmet Pertev Efendi was born in Istanbul in 1861/62 (AH 1278) into the Muslim (Müslüman) community; the father was a district governor or lieutenant colonel (kaymakam). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Rize in 1876/77, at about 15, with five unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The first annual entry, for 1880/81, places Mehmet Pertev in Ioannina (Yanya) as a communications official (Muhabere Memuru), where the entries run to 1885/86. Mehmet Pertev then moved to Kastamonu, Heraklion (Kandiye), Çerkezköy and Ezine, four places in 11 years, with a rise to director of the third grade (3. Müdür) in 1895/96. The lists have no entry for 1889 to 1891. The last posts were in Sürmene from 1898 to 1900. Few officials served in as many provinces; fewer than 7 per cent of the 5,200 officials with a place of service did.
The salary went from 380 kuruş a month in 1880/81 to 600 in 1891/92, the peak, as Muhabere Memuru in Heraklion, when 59 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 400 kuruş. The last annual entry is for 1899/1900.
