Mehmet Galip Efendi was born in Gülşehir (Arapsun) in 1882/83 (AH 1300) into the Muslim (Müslüman) community; the father's occupation was "kolcu". Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Work began in Arabsun in 1900/01, at about 17, with four unpaid years as a mülazım (apprentice) before a first salary of 800 kuruş. The first annual entry, for 1904/05, places Mehmet Galip in Medina (Medine) as a communications official (Muhabere Memuru). The lists have no entry for 1905 to 1907. In 1907/08 the lists place Mehmet Galip in Konya.
