Ali Rıza Efendi was born in Pristina (Priştine) in 1889/90 (AH 1307), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Ali Rıza also held a qualification (a diploma, certificate, training or decoration).
