Life#
İsmail Muhtar Bey was born in Istanbul in 1878 (AH 1295) into the Muslim (Müslüman) community; the father was a telegraph director (telgraf müdürü). Schooling took seven years, at a middle school (Rüşdiye Mektebi); İsmail Muhtar also wrote French as well as Turkish and held a qualification (a diploma, certificate, training or decoration).
Work began in Istanbul in 1892/93, at about 15, with two unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The first annual entry, for 1894/95, places İsmail Muhtar in Galata as an official for incoming items (Mevrude Memuru). From 1895 to 1905 the annual entries place İsmail Muhtar in Istanbul, the birthplace, first in the foreign accounts office (Muhasebat-ı Ecnebiye Kalemi), from 1900/01 in the control office (Kontrol Kalemi) and from 1903/04 as Kontrol Kalemi Basmemuru.
Pay rose from 200 kuruş a month in 1894/95 to a peak of 750 in 1903/04, as Kontrol Kalemi Basmemuru in Istanbul, when four in five paid officials earned less. The last annual entry is for 1904/05.
