Osman Reşad Bey was born in Arapgir in 1883/84 (AH 1301) into the Muslim (Müslüman) community; the father was a court official (mahkeme memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Osman Reşad also held a qualification (a diploma, certificate, training or decoration).

At about 19, in 1903/04, Osman Reşad began work in Arapgir, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Both annual entries, for 1906/07 and 1907/08, place Osman Reşad in Erzurum as a communications official (Muhabere Memuru).

The salary never rose above the first in the lists, 400 kuruş a month in 1906/07, as Muhabere Memuru in Erzurum, when 39 per cent of paid officials earned less. The last annual entry is for 1907/08.
