Life#
Born in Erzurum in 1877/78 (AH 1294), Mustafa Fazil Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Mustafa Fazil had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Erzurum in 1895/96, at about 18, with five unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. Every annual entry from 1900/01 to 1906/07 places Mustafa Fazil in Erzurum, the birthplace, first as a registry clerk (Mukayyit), from 1903/04 as a communications official (Muhabere Memuru).
