Life#
Hüseyin İlhami Efendi was born in Kars in 1875/76 (AH 1292) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 15, in 1889/90, Hüseyin İlhami began work in Muş, with four unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The first annual entry, for 1893/94, places Hüseyin İlhami in Muş as a communications official (Muhabere Memuru). Hüseyin İlhami then moved to Bitlis, Izmir (İzmir), Denizli, Mentese and Eleşkirt, five places in nine years. The lists have no entry for 1903 to 1906. The last post was in Erzurum in 1906/07.
Pay rose from 200 kuruş a month in 1893/94 to a peak of 380 in 1894/95, as Muhabere Memuru in Bitlis, when 26 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 200 kuruş. In all, nine years of salary come to 27,360 kuruş, 51 per cent of what an official on the median salary earned in those years. The final annual entry is for 1906/07. Hüseyin İlhami probably has an entry in "Sicill-i Ahvâl kayıtlarına göre Karslı memurlar (1879-1909)" by RÜVEYDE ÇİFÇİ (2015) (the name and the birthplace agree).
