Life#
Born in Istanbul in 1845 (AH 1261) into the Muslim (Müslüman) community, Mustafa Muhlis Efendi was the child of a governor of a sub-province (mutasarrıf). Mustafa Muhlis had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in the Defteri Hakani Kalemi in Istanbul in 1860/61, at about 16, with four unpaid years as a mülazım (apprentice). The first annual entry, for 1865/66, places Mustafa Muhlis in Vidin in the land office (Arazi Kalemi), where the entries run to 1868/69. Next came Bursa from 1869 to 1874, with a rise to DH Muduru. From 1874 to 1899 the annual entries place Mustafa Muhlis in Istanbul, the birthplace. The lists give Vefat (death) for 1899/1900 instead of a title.
The salary went from 1,000 kuruş a month in 1865/66 to 3,000 in 1869/70, the peak, as DH Muduru in Bursa, when 96 per cent of paid officials earned less. In all, 35 years of salary come to 625,800 kuruş, 2.8 times what an official on the median salary earned in those years. On average the pay stood in the top 12.3 per cent of each year's paid officials; fewer than 3 per cent of the 3,805 officials paid for five years or more stood as high. The list of 1899/1900 (AH 1317) gives the status word Vefat (death). Mustafa Muhlis received a rank (rütbe).
