Life#
Mehmet Hakkı Efendi was born in Istanbul in 1839/40 (AH 1255) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). At about 19, in 1858/59, Mehmet Hakkı began work in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The first annual entry, for 1860/61, places Mehmet Hakkı in Sliven (İslimiye) as a communications official (Muhabere Memuru), where the entries run to 1863/64. Mehmet Hakkı then moved to six places in ten years, with a rise to director of the second grade (2. Müdür) in 1864/65, then Rumelihisarı from 1874 to 1882. The annual lists then follow Mehmet Hakkı to Istanbul in 1882/83. From 1883 to 1898 every annual entry places Mehmet Hakkı in Yeniköy. The posts lie on three continents, Africa, Asia and Europe, as for fewer than 2 per cent of the 5,200 officials with a place of service. Entries spanning 39 years are rare, reached by fewer than 4 per cent of the 5,211 officials.
The salary went from 500 kuruş a month in 1860/61 to 1,200 in 1865/66, the peak, as a director of the first grade (1. Müdür) in Sjenica, when 71 per cent of paid officials earned less. After 39 years the salary stood below the first, 495 kuruş against 500. The last annual entry is for 1897/98; the list of 1898/99 (AH 1316) gives the status word Vefat (death).
