Life#
Born in Malatya in 1882/83 (AH 1300), Mehmet Fuat Efendi came from the Muslim (Müslüman) community; the father was a farmer (çiftçi). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Mehmet Fuat began work in Adana in 1901/02, at about 18, with two unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The first annual entry, for 1903/04, places Mehmet Fuat in Payas as a communications official (Muhabere Memuru). Mehmet Fuat then moved to Gevgelija in 1904/05. The last posts were in Aleppo (Halep) from 1905 to 1908.
The salary went from 250 kuruş a month in 1903/04 to 300 in 1905/06, the peak, as Muhabere Memuru in Aleppo, when 23 per cent of paid officials earned less. In all, five years of salary come to 16,800 kuruş, 65 per cent of what an official on the median salary earned in those years. The last annual entry is for 1907/08. An entry in "Sicill-i ahval defterlerine göre Malatya doğumlu memurlar: 1879-1909" by RAMAZAN ÇELEM (2014) probably refers to Mehmet Fuat, since the name and the birthplace agree.
