Life#
Yusuf Cemil Efendi was born in Malatya in 1878/79 (AH 1296) into the Muslim (Müslüman) community; the father was an army captain (yüzbaşı). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Malatya in 1899/1900, at about 20, with two unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1901/02, with Yusuf Cemil as a communications official (Muhabere Memuru) in Prilep (Pirlepe). The last posts were in Kičevo (Kırçova) and Trabzon from 1902 to 1907 and Sivas in 1907/08.
The salary went from 200 kuruş a month in 1901/02 to 400 in 1907/08, the peak, as Muhabere Memuru in Sivas, when 56 per cent of paid officials earned less. Over seven years the salaries add up to 22,200 kuruş, 58 per cent of what an official on the median salary earned. The final annual entry is for 1907/08. An entry in "Sicill-i ahval defterlerine göre Malatya doğumlu memurlar: 1879-1909" by RAMAZAN ÇELEM (2014) probably refers to Yusuf Cemil, since the name and the birthplace agree.
