Hasan Necati Efendi was born in Babadag (Babadağ) in 1873/74 (AH 1290) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

At about 30, in 1903/04, Hasan Necati began work in Hudavendigar, paid from the start, on 400 kuruş a month. Few began so late; fewer than 4 per cent of the 5,128 officials whose age at first work is known started at 30 or older. The annual lists begin in 1903/04, with Hasan Necati as a postal official (Posta Memuru) in Bozüyük. The last posts were in Bilecik in 1905/06 and Akşehir in 1906/07.

The salary never rose above the first in the lists, 400 kuruş a month in 1903/04, as Posta Memuru in Bozüyük, when 36 per cent of paid officials earned less. The final annual entry is for 1906/07.
