Life#
Yusuf Cemal Efendi was born in Kütahya in 1882/83 (AH 1300) into the Muslim (Müslüman) community; the father was a director (müdür). In all Yusuf Cemal knew four languages, Arabic, French, Italian and Turkish, all in writing; fewer than 5 per cent of the 5,211 officials knew as many.
Work began in Tripoli (Trablusgarp) in 1902/03, at about 19, with one unpaid year as a mülazım (apprentice) before a first salary of 220 kuruş. The annual lists begin in 1903/04, with Yusuf Cemal as a communications official (Muhabere Memuru) in Tripoli, where the entries run to 1905/06. The last posts were in Varna from 1906 to 1910.
Pay rose from 220 kuruş a month in 1903/04 to a peak of 700 in 1906/07, as Muhabere Memuru in Varna, when 72 per cent of paid officials earned less. The final annual entry is for 1909/10. Yusuf Cemal probably has an entry in "Sicill-i Ahval Defterleri'nde Osmanlı Dönemi Kütahyalı memurlar" by MUSTAFA KOCAKAYA (2018) (the name, the birthplace and the archive register and page agree).
