Life#
Born in Kütahya in 1875/76 (AH 1292), Arif Mustafa Efendi came from the Muslim (Müslüman) community; the father was an army major (binbaşı). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 20, in 1895/96, Arif Mustafa began work in Edirne, with three unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1898/99, with Arif Mustafa as a central office official (Merkez Memuru) in Didymoteicho (Dimetoka), where the entries run to 1905/06. The last post was in Feres (Ferecik) in 1906/07, with a rise to communications official (Muhabere Memuru).
The salary went from 200 kuruş a month in 1898/99 to 380 in 1906/07, the peak, as Muhabere Memuru in Feres, when 38 per cent of paid officials earned less. The last annual entry is for 1906/07; the list of 1907/08 (AH 1325) gives the status word Vefat (death). An entry in "Sicill-i Ahval Defterleri'nde Osmanlı Dönemi Kütahyalı memurlar" by MUSTAFA KOCAKAYA (2018) probably refers to Arif Mustafa, since the name, the birthplace and the archive register and page agree.
