Life#
İsmail Hilmi Efendi was born in Baakline (Baaklin) in 1875/76 (AH 1292) into the Muslim (Müslüman) community; the father was a director (müdür). Schooling took seven years, at a middle school (Rüşdiye Mektebi); İsmail Hilmi also wrote Arabic, French and Turkish.
Work began in Habur in 1888/89, at about 14, with ten unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. So long an unpaid start was rare; fewer than 2 per cent of the 5,142 officials with a known apprenticeship worked unpaid for ten years or longer. The first annual entry, for 1898/99, places İsmail Hilmi in Jaffa (Yafa) as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti). The lists have no entry for 1899 to 1901. From 1901 to 1906 the annual entries place İsmail Hilmi in Necid.
The salary never rose above the first in the lists, 400 kuruş a month in 1898/99, as Muhaberat-ı Ecnebiye Memuriyeti in Jaffa, when 31 per cent of paid officials earned less. The final annual entry is for 1905/06.
