Official

Unnamed official (0094_14; 25)

Greek Orthodox Christian (Rum). Born in Melnik (Menlik) in 1854/55 (AH 1271). On record 1878 to 1902, 20 annual entries.

Life

Born in Melnik (Menlik) in 1854/55 (AH 1271), this official came from the Greek Orthodox Christian (Rum) community; the father was a merchant (tüccar). The official knew four languages, French and Greek (Rum) in writing and Bulgarian and Italian in speech, a number reached by fewer than 5 per cent of the 5,211 officials.

Work began in Serres (Siroz) in 1874/75, at about 19, with four unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The first annual entry, for 1878, places the official in Skopje (Üsküp) as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti), where the entries run to 1882/83. The official then moved to Blagoevgrad (Yukarı Cuma) from 1883 to 1890, then Beirut (Beyrut) from 1895 to 1897. The last posts were in Jaffa (Yafa) from 1897 to 1902, first as an official of the union post (İttihat Posta Memuru), from 1901/02 as Kartpostal Memuru.

The salary went from 500 kuruş a month in 1878 to 600 in 1884/85, the peak, as İttihat Posta Memuru in Blagoevgrad, when 59 per cent of paid officials earned less. Over 20 years pay ended below where it began, 400 kuruş against 500; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. The last annual entry is for 1901/02.
