Life#
Born in Bursa in 1872/73 (AH 1289), Arif Hilmi Efendi came from the Muslim (Müslüman) community; the father was a clerk (ketebe). Work began in Bursa in 1889/90, at about 17, with eight unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. So long an unpaid start was rare; fewer than 4 per cent of the 5,142 officials with a known apprenticeship worked unpaid for eight years or longer. The first annual entry, for 1897/98, places Arif Hilmi in Xanthi (İskeçe) as a transport official (Nakliye Memuru). Arif Hilmi then moved to four places in seven years, with a rise to communications official (Muhabere Memuru) in 1898/99. The last post was in Alexandroupoli again in 1905/06.
Pay rose from 300 kuruş a month in 1897/98 to a peak of 400 in 1898/99, as Muhabere Memuru in Alexandroupoli, when 31 per cent of paid officials earned less. The last annual entry is for 1905/06. Arif Hilmi probably has an entry in "Sicill-i Ahval defterlerine göre Bursalı memurlar" by DERVİŞ ŞAFAK TOPRAK (2019) (the name, the birthplace and the archive register and second number agree).
