Hamit Efendi was born in Ankara in 1879/80 (AH 1297), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Work began in Ankara in 1895/96, at about 16, with six unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The first annual entry, for 1901/02, places Hamit in Keşan as a communications official (Muhabere Memuru). The last post was in Kardzhali (Kırcaali) in 1903/04.

Pay rose from 200 kuruş a month in 1901/02 to a peak of 300 in 1903/04, as Muhabere Memuru in Kardzhali, when 23 per cent of paid officials earned less.
