Born in Bodrum in 1879/80 (AH 1297), Osman Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Osman also held a qualification (a diploma, certificate, training or decoration).

Work began in Bodrum in 1896/97, at about 16, with six unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The first annual entry, for 1902/03, places Osman in Damascus (Şam) as a communications official (Muhabere Memuru). In 1903/04 the lists place Osman in Tabuk (Tebük).
