Life#
Born in Istanbul in 1862/63 (AH 1279) into the Muslim (Müslüman) community, Lütfullah Efendi was the child of a medrese teacher (müderris). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 15, in 1877/78, Lütfullah began work in Istanbul, with five unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The annual lists begin in 1881/82, with Lütfullah as a communications official (Muhabere Memuru) in Kirkuk (Kerkük). Next came Khanaqin (Hanikin) from 1882 to 1889, then seven places in 13 years, from Bartın to Kayalar. For 1889 to 1891 the lists have no entry. The last posts were in Malkoclar from 1904 to 1906. Nine provinces on two continents in all, a number reached by fewer than 2 per cent of the 5,200 officials with a place of service.
Pay rose from 380 kuruş a month in 1881/82 to a peak of 540 in 1898/99, as a director of the third grade (3. Müdür) in Zenica, when 61 per cent of paid officials earned less. Over 23 years the salaries add up to 126,960 kuruş, about what an official on the median salary earned. The last annual entry is for 1905/06.
