Life#
Born in Istanbul in 1881/82 (AH 1299), Mustafa Fazıl Efendi came from the Muslim (Müslüman) community; the father was a senior army captain (kolağası). Mustafa Fazıl had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1898/99, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. Every annual entry from 1901/02 to 1905/06 places Mustafa Fazıl in the same office, office for important affairs (Mühimme Kalemi), in Istanbul, the birthplace.
The salary never rose above the first in the lists, 100 kuruş a month in 1901/02, in the Mühimme Kalemi in Istanbul, when 1 per cent of paid officials earned less. In all, five years of salary come to 6,000 kuruş, 20 per cent of what an official on the median salary earned in those years. The last annual entry is for 1905/06.
