Life#
Born in Tekirdağ in 1854/55 (AH 1271), Mehmet Raif Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Mehmet Raif had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 15, in 1869/70, Mehmet Raif began work in Tekirdağ, with three unpaid years as a mülazım (apprentice) before a first salary of 120 kuruş. The annual lists begin in 1872/73, with Mehmet Raif as an official (Memur) in Tekirdağ, the birthplace. Next came Incili from 1873 to 1882, then Kandıra from 1882 to 1885. The annual lists then follow Mehmet Raif to Beykoz from 1885 to 1901, with a rise to director of the third grade (3. Müdür) in 1892/93. The last posts were in Istanbul from 1901 to 1906.
Pay rose from 120 kuruş a month in 1872/73 to a peak of 650 in 1892/93, as 3. Müdür in Beykoz, when 71 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 585 kuruş. In all, 35 years of salary come to 217,500 kuruş, about what an official on the median salary earned in those years.
