Life#
Born in Tokat in 1880/81 (AH 1298) into the Muslim (Müslüman) community, Hüseyin Hilmi Efendi was the child of a telegraph official (telgraf memuru). Hüseyin Hilmi had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).
Work began in Ankara in 1904/05, at about 23, paid from the start, on 85 kuruş a month. From the first annual entry, for 1904/05, to 1906/07, every annual entry places Hüseyin Hilmi in the same post, fair-copy clerk (Mübeyyiz), in Ankara.
The salary never rose above the first in the lists, 85 kuruş a month in 1904/05, as Mübeyyiz in Ankara, when 1 per cent of paid officials earned less. In all, three years of salary come to 3,060 kuruş, 18 per cent of what an official on the median salary earned in those years. The final annual entry is for 1906/07. An entry in "Sicill-i Ahvâl defterlerine göre Osmanlı döneminde Tokatlı devlet memurları ( ..." by ÜMMÜHAN UĞURLU (2013) probably refers to Hüseyin Hilmi, since the name, the birthplace and the archive register and page agree.
