Süleyman Sakıp Efendi was born in Gelibolu in 1885/86 (AH 1303) into the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took nine years, at a preparatory secondary school (İdadi Mektebi); Süleyman Sakıp also wrote French as well as Turkish and held a qualification (a diploma, certificate, training or decoration).

Süleyman Sakıp began work in Gelibolu in 1904/05, at about 18, paid from the start, on 23 kuruş a month. The annual lists begin in 1904/05, with Süleyman Sakıp as a fair-copy clerk (Mübeyyiz) in Gelibolu, the birthplace. The last post was in Keşan in 1908/09, with a rise to communications official (Muhabere Memuru).

An entry in "Sicill-i Ahvâl kayıtlarına göre Gelibolu doğumlu memurlar (1879-1909)" by OSMAN UMUT NAL (2026) probably refers to Süleyman Sakıp, since the name, the birthplace, the archive register and page and a place of service agree.
