Süleyman Şefik Efendi was born in Ankara in 1883/84 (AH 1301) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took nine years, at a preparatory secondary school (İdadi Mektebi).

At about 12, in 1895/96, Süleyman Şefik began work in Ankara, with five unpaid years as a mülazım (apprentice) before a first salary of 104 kuruş. Few began so young; fewer than 3 per cent of the 5,128 officials whose age at first work is known started at 12 or younger. The annual lists begin in 1904/05, with Süleyman Şefik as a registry clerk (Mukayyit) in Ankara, the birthplace. The last post was in Kırşehir in 1906/07, with a rise to communications official (Muhabere Memuru).
