Life#
Born in Izmir (İzmir) in 1839/40 (AH 1255), İsmail Hakkı Efendi came from the Muslim (Müslüman) community; the father was a customs official (gümrük memuru). İsmail Hakkı was taught by a private teacher.
Work began in the Tahrirat Kalemi in Izmir in 1852/53, at about 14, with one unpaid year as a mülazım (apprentice) before a first salary of 150 kuruş. From 1881/82 to 1906/07 every annual entry places İsmail Hakkı in Istanbul, first as Zabit Memuru, from 1882/83 as a communications official (Muhabere Memuru), from 1887/88 in the Sevkiyyat Telgrafi Kitabeti and from 1899/1900 as Kontrol Kalemi Basmemuru.
Pay rose from 750 kuruş a month in 1881/82 to a peak of 1,300 in 1895/96, in the Sevkiyyat Telgrafi Kitabeti in Istanbul, when 93 per cent of paid officials earned less. The peak lasted a single year; the next list gives 1,170 kuruş. In all, 26 years of salary come to 352,320 kuruş, 2.3 times what an official on the median salary earned in those years. On average the pay stood in the top 10.9 per cent of each year's paid officials; fewer than 3 per cent of the 3,805 officials paid for five years or more stood as high. The last annual entry is for 1906/07.
