İsmail Hakkı Efendi was born in Cerkezistan in 1887/88 (AH 1305) into the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi); İsmail Hakkı also wrote French as well as Turkish.

Work began in Kastamonu in 1904/05, at about 16, with two unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. Both annual entries, for 1906/07 and 1907/08, place İsmail Hakkı in Kastamonu as a communications official (Muhabere Memuru).

The salary never rose above the first in the lists, 300 kuruş a month in 1906/07, as Muhabere Memuru in Kastamonu, when one in four paid officials earned less. The last annual entry is for 1907/08.
